Questions about California's Prop .19

I would love to go back to California to live, but as I found the year I was there, hemp is not legal in California for all. I had hope that Prop. 19 would change that, but it seems to make things worse.

Quotes from Ballotpedia
http://ballotpedia.org/wiki/index.php/California_Proposition_19,_the_Marijuana_Legalization_Initiative_%282010%29

1.  Under Prop. 19 can folks smoke, grow and share without penalty?

"Prohibits people from possessing marijuana on school grounds, using it in public, smoking it while minors are present, or providing it to anyone under 21 years old."

2. Can the local governments make hemp cost prohibitive through excessive taxes and tax stamp type laws?

"....allow local governments to regulate these activities, permit local governments (but not the state government) to impose and collect marijuana-related fees and taxes, and authorize various criminal and civil penalties."

"Allows the collection of taxes specifically to allow local governments to raise revenue or to offset any costs associated with marijuana regulation. "

3.  Will it be illegal for children to access hemp medicine many of whom are benefiting under Prop. 215 for help with all types of illness?

"# Any person who is licensed, permitted or authorized to sell marijuana, who knowingly sells or gives away marijuana to someone under the age of 21 results in them being banned from owning, operating, or being employed by a licensed marijuana establishment for one year.

# Any person who is licensed, permitted or authorized to sell marijuana, who knowingly sells or gives away marijuana to someone older the age of 18 but younger than 21, shall be imprisoned in county jail for up to six months and fined up to $1,000 per offense.

# Any person who is licensed, permitted or authorized to sell marijuana, who knowingly sells or gives away marijuana to someone age 14 to 17, shall be imprisoned in state prison for a period of three, four, or five years."

4.  Does Prop 19 gut Prop 215 and S.B. 420?

5.  What about the folks in jail for hemp in Cali now? Will Prop 19 allow them to walk free as they should be?

6.  Can the feds still come in an trash the will of the people of California?

7.  Will Prop 19 allow me to be free to smoke a joint when I want to?

What do you think?
